(a) Canal Winchester
contains numerous historic, architectural and environmental resources
that establish an environmental character. This environmental character
is directly linked to the economic, social, historical and cultural
health and well being of the community. The purpose of this chapter is
to protect and preserve these resources and to prevent intrusions and
alterations within the established districts which would be
incompatible with their established character.
(b) The requirements
of this chapter must be met in addition to the established requirements
and standards of the Zoning Ordinance, and other applicable ordinances
of the Municipality.
(c) Where conflicts
exist between requirements of this chapter and other ordinances adopted
by Council, the most strict interpretation shall apply and thereby
supersede the less strict requirements.

Delaware
1190.01 PURPOSE.
Whereas the City declares as a matter of
policy that the preservation, protection and use of areas, buildings,
structures and works of art in national and local registered historic
districts is in the public interest and vital to maintaining the
community's well-being, the purpose of this chapter is to:
(a) Promote
appreciation for the history and the traditions of the City.
(b) Foster civic pride
in the beauty and notable contributions of the past.
(c) Preserve and
protect the unique identity of the City's special interest areas.
(d) Promote the use
and preservation of the historic sites and structures for the economic,
cultural and aesthetic benefit of its residents.
(e) Safeguard the
heritage of the City for the education and the general welfare of the
City.

Lancaster
1327.01 PURPOSES.
The City of Lancaster contains areas with
unique and valuable historic, architectural and/or cultural
resources. The preservation of these resources is directly linked
to the cultural, social and economic well-being of the community.
The purposes of this Chapter are:
(a) To protect and
preserve these resources and prevent intrusions and alterations within
designated Districts or Listed Properties which would be incompatible
with their established character, and
(b) To encourage
infill development and property improvement that respects the context
of the existing built environment and reduces conflicts between new
construction and existing development, and
(c) To stabilize and
enhance property values and economic value of identified resources, and
(d) To promote
economically viable reuse of historic buildings, structures, sites and
objects within Lancaster’s historic core, and
(e) To promote and
enhance revitalization of downtown Lancaster.
The standards of this Chapter are requirements
which must be met in addition to the established requirements and
standards of the specific zoning district or other lawfully adopted
regulations.

Medina
145.02 PURPOSE.
Council, being mindful of the proud history of
this community and of the importance of beauty in the everyday lives of
Medina residents, hereby declares as a matter of public policy that the
preservation, restoration, rehabilitation and overall aesthetic
improvement of this community are matters of public necessity involving
the health, safety, welfare, and prosperity of the people. The
purpose of this chapter is to:
(a) Promote the use
and preservation of historic buildings, structures and sites which
reflect the cultural, social, economic or architectural heritage of
this Municipality for the education and general welfare of the
residents of the Municipality;
(b) Consider and take
cognizance of the development of adjacent, contiguous and neighboring
buildings and properties for the purpose of achieving safe, harmonious
and integrated development of related properties;
(c) Protect and
enhance the attractiveness of the area as it relates to residents,
tourists and visitors, serving as a support and stimulant to business,
and thereby strengthen the economy for the Municipality and its
residents;
(d) Strive to achieve
compatibility of any and all new construction with any and all
modifications of existing structures with the historic architectural
character of the Municipality;
(e) Preserve and
enhance civic pride of the residents in the beauty of the Municipality
and in the notable accomplishments of the past.

Olmsted Falls
1444.03 PURPOSES.
The Architectural Board of Review is
established for the purposes of:
(a)
Preserving the distinctive character of the City of Olmsted Falls,
Ohio, and promoting compatible development therein.
(b) Protecting
the public health, safety and welfare by maintaining and promoting a
high character of community development and by protecting real estate
in the City from impairment or destruction of value by regulating
building in or by the City according to property principles of
architectural design. The Board will seek to promote the highest
aesthetic quality of construction by approving the type of construction
and materials used and by reviewing the placement of structures and
other features on a site.
(c) Safeguarding
the architecture of Designated Historic Buildings, Landmarks and
Structures within the Municipality.
(d) Protecting
the heritage of the Municipality by preserving those elements that
reflect the City's cultural, social, economic, educational, political
and/or architectural past.
(e) Preventing
demolition of or incompatible alterations to Designated Historic
Buildings, Landmarks and Structures within Historic Districts.
(f) Fostering
economic vitality by publicly encouraging private investment in the
City's older buildings and historic neighborhoods.
(g) Promoting
civic pride in the City's beauty and its notable accomplishments of the
past.

Portsmouth
1317.02 DECLARATION OF PUBLIC POLICY AND
PURPOSE.
Council being mindful, during the national
bicentennial, of the proud history of this City, and of the importance
of a measure of beauty in the everyday lives of the residents hereby
declares as a matter of public policy that the preservation,
restoration, rehabilitation and overall aesthetic improvement of
certain areas, structures, objects and works of art within the City are
matters of public necessity involving the health, safety, prosperity
and welfare of the people. The purpose of this chapter is to:
(a) Maintain and
enhance the distinctive character of historic preservation districts by
safeguarding the architectural integrity of the various period
structures within them which together create a rare panorama of
Americana, and to prevent intrusions and alterations within the
districts that would be incompatible with this established character;
(b) Protect, and
compliment the singular historic and architectural quality of the
Boneyfiddle District which is essentially devoid of a random mixture of
older and contemporary structures and their modifications;
(c) Provide for the
establishment of procedures whereby certain areas, structures, objects
and works of art of historic, architectural or cultural importance to
the City shall be safeguarded and allowed that measure of protection
afforded by a thorough study of alternatives to incompatible
alterations or demolition before such acts are performed;
(d) Contribute to the
economic, recreational, cultural and educational development of the
City by:
(1) Stimulating business and attracting
industry;
(2) Protecting and enhancing attractions to
residents, tourists and visitors;
(3) Stabilizing and improving property values;
(4) Improving the quality of life by enhancing
the visual and aesthetic character, diversity and interest of the City;
(5) Fostering civic pride in the beauty and
notable accomplishments of the past;
(6) Promoting the use and preservation of
historic locations, architecturally significant structures and other
notable objects and sites for the education, enrichment and general
welfare of the people of the City and the State.

Springboro
1229.02 PURPOSE.
The purposes of this chapter are:
(a) To establish
proactive procedures whereby certain areas, places, sites, buildings,
structures and objects shall be allowed the measure of protection
afforded by a thorough study of alternatives to incompatible
alterations or demolition before such acts are performed, so that the
following objectives are reached:
(1) To maintain and enhance the
distinctive character of historic buildings and historic areas in
Springboro;
(2) To safeguard the architectural
integrity of the City's historical resources within designated
districts;
(3) To safeguard the heritage of the City
by preserving areas, places, sites, buildings, structures, and objects
which reflect elements of Springboro's cultural, social, economic,
political, and architectural heritage;
(4) To seek alternatives to demolition or
incompatible alterations within designated areas and to listed
properties before such acts are performed;
(5) To afford the widest possible
scope of continuing vitality through private renewal and architectural
creativity within appropriate controls and standards;
(6) To encourage development of vacant
properties in accordance with the character of the designated districts
and listed properties.
(b) To
contribute to the economic, recreational, cultural, and educational
development of the City of Springboro by:
(1) Protecting and enhancing the City's
attractions to prospective tourists, visitors, and residents;
(2) Providing support and stimulus to
business and industry;
(3) Strengthening the economy of the City;
(4) Stabilizing and improving property values;
(5) Fostering civic pride in the beauty
and notable accomplishments of the past;
(6) Facilitating the reinvestment in and
the revitalization of certain older districts and neighborhoods;
(7) Promoting the use and preservation of
historic sites and structures for the education and general welfare of
the people of Springboro;
(8) Protecting the property rights of
owners whose property lies within areas of historic architectural
significance;
(9) Enhancing the visual and aesthetic
character, diversity, and interests of the City.
(10) Preserving Springboro’s architectural and
historic significance in the national context.
(c) To undertake
programs to inform the citizenry about the historical heritage of the
community and to achieve full utilization of historic sites assigned to
it by Council.

Zanesville
1167.02 PURPOSE.
The purpose of the Downtown Design &
Exterior Maintenance Code is to preserve and enhance the economic
vitality and viability of Downtown Zanesville. In doing so, the
Downtown Design & Exterior Maintenance Code provides for the
further implementation in the economic enhancement strategies of the
Downtown Zanesville Master Plan 1995, prepared by HyettPalma, Inc. The
Code makes exterior maintenance and building method recommendations
based on those strategies. It also encourages the establishment of an
open dialogue between the Downtown Design Review Board and the
developer during the planning stages of the project. The Downtown
Design Review Board should work with applicants in a cooperative manner
to encourage quality oriented development, while remaining sensitive to
the needs and wishes of the applicant.
